ATLANTIS HEALTH PLAN HAS AVERTED INSOLVENCY AND CLOSURE BY NEW YORK STATE insurance regulators. The company completed a recapitalization last week with a $16 million investment from Dr. Kiran Patel, a cardiologist who founded WellCare, a managed care plan in New York and Florida. Atlantis insures about 28,000 members.

MANHATTAN-BASED TRANSPORTATION CONSULTING COMPANY SAM SCHWARTZ Engineering has acquired Metro Transportation Group, a 15-person traffic engineering, planning, design and signal systems company based in Chicago. The deal, the terms of which were not disclosed, will bring total head count to about 100.
